Report on LGBT Rights Violations in Ukraine in 2025 Published

The Eastern European Coalition for LGBT Equality has presented a monitoring report on violations of LGBT rights in Ukraine for 2025. According to the report data , 52 unique cases of violations were recorded in the country.

Among the main types of violations, the authors highlight hate speech (36 cases), discrimination (34), gender-based violence (32), and hate crimes (27). Many episodes involved multiple types of violations simultaneously. More than half of the hate crimes were accompanied by the use of physical force.

The highest number of incidents (19) occurred in Kyiv. Two cases were recorded in annexed Sevastopol and Simferopol, where people were fined under the Russian law banning “LGBT propaganda”.

Half of the documented cases are related to opposition to LGBT activism, including attacks on organizations and attempts to disrupt events. In individual cases, young people aged 19 to 25 suffered most often. The report separately emphasizes the vulnerability of transgender people, who accounted for 9 incidents.

Eight cases are directly or indirectly related to military actions, four of which involve LGBT military personnel.

In 20 cases, the victims contacted the police, but an investigation was launched in only nine of them. Only in one case was the accounting of a hate motive reliably confirmed. At the same time, it is noted that the police acted more effectively in ensuring the security of LGBT events themselves.

The authors of the study conclude that the problem is systemic and recommend that the state adopt anti-discrimination legislation, as well as conduct training for police, medical workers, educators, and the military.
